Matthew Flanagan has been tattooing in Franklin County since 2003, back when the county had just a handful of shops and tattooing was still considered fringe. He opened High Road in 2025 after over two decades in the chair.

He doesn't lock himself into one style. His focus is on the client, understanding what someone actually wants and making sure the finished piece works for them. He's got a three-strike rule before anything goes on skin: he'll ask you three different ways if you're sure. That's not hesitation; that's two decades of knowing what makes a tattoo something someone keeps loving.

Matt is also a motorcyclist, and the name High Road reflects that, taking the high road in art, in life, and on the mountain passes.


